In a recent turn of events, Uttar Pradesh has now become much more lucrative to people, as it now aims to attract more than 1,000 global capability centers in Uttar Pradesh. It would also generate 5 lakh jobs under its GCC Policy 2024, with Lucknow, Noida, Kanpur, and Gorakhpur emerging as key destinations for the investment.

Yogi Adityanath, who is currently the Chief Minister of Uttar Pradesh, has upped his efforts in order to position the state of Uttar Pradesh as a global destination for global capability centers. He has unveiled a white paper on artificial intelligence adoption at the GCC Innovation Summit 2026 in Lucknow on the morning of October 27.

The usage of artificial intelligence has been increasing in the world day by day, and the state Chief Minister does not want to lag behind the innovations that the world is going through.

The name of the white paper this time is “The True Economics of AI Adoption in GCCs.” It was prepared under a deep tech innovation collaboration between HCL Technologies and the Indian Institute of Technology Kanpur. The focus of the publication is on the economics of how to adopt artificial intelligence in GCC operations, which is a sector that is continuously increasing the importance of India’s technology and business service ecosystem in India and also in a global sense.

The summit has brought together several representatives from major leading companies, which include Microsoft, LG Electronics, HCL Technologies, and Smartworks, alongside several academic and government stakeholders who are supposed to make tremendous contributions to its ecosystem.

Uttar Pradesh GCC Policy 2024 targets 1,000 GCC centers and 5 lakh jobs

Yogi Adityanath, while addressing the summit, highlighted the major points of the GCC policy. He said that the Uttar Pradesh GCC policy is a key instrument for attracting domestic and international investments to the state of Uttar Pradesh. This policy aims to bring more than 1,000 new GCC units all across the state and would also create approximately 5 lakh jobs in order to create opportunities in entire tier 2 and tier 3 cities.

It has to be noted here that the state has always been blamed for creating fewer jobs for its youth than other states. Under the leadership of Narendra Modi, Yogi Adityanath has been trying very hard to create job opportunities for its youths in 2026 and 2027. It is also to be noted that next year is the 2027 UP elections, which are very crucial for the Chief Minister and his future programs.

During his lecture at this summit, the Chief Minister also pointed to the state’s land availability, industrial policies, power supply, governance, and law and order improvements. The improvements in these sectors have also strengthened the confidence of the investors from India and from abroad.

As per the CM, there is more than 75,000 acres of land bank with Uttar Pradesh, which can be used for the development of such technologies. The government also presented this to the industrial and technology investors as an important advantage in order to attract them towards investing in Uttar Pradesh.

The entire strategy has been designed to expand the state’s role in the global services economy while, at the same time, creating more employment opportunities for local professionals.

A 634-crore investment was announced by LG Electronics during the GCC Innovation Summit

One of the major companies that was interested in the investment plans in Uttar Pradesh was LG Electronics. The representative from LG Electronics, Mr. Brijesh Sharma, said that the company was keen to invest 634 crore in its Eco Solutions Global Capability Center. The company has aimed to begin operations by the end of 2026, as they are very optimistic about the entire policy decisions.

Through this plan, Brijesh Sharma said, the company is expected to create more than 500 jobs through their talent development and training initiatives. They also have plans to expand research and development activities in the future through investment by LG Electronics in the state, especially in AI-based data center cooling technologies.

Smartworks expands its office footprint in Noida and Lucknow

Smartworks, a company which is known for providing managed office spaces, highlighted the opportunities which emerged from Uttar Pradesh GCC’s expansion strategies and was quite happy with it. Harsh Binani, who was representing Smartworks, said that the government has recognized the potential of GCCs and has accelerated investment-related processes.

Smartworks manages more than 2 million sq. ft. of office space, mainly in Noida, and is looking for expansion all across Uttar Pradesh. They have accommodated over 110 companies, and the figure is increasing every day. Recently, it has also been seen that they have expanded their presence in Lucknow, where their planned office footprint is approximately 2 lakh sq. ft.

This expansion will help in elevating Lucknow’s position to turn it into a business hub, just like India’s other traditional metropolitan technology hubs like Ahmedabad, Hyderabad, Mumbai, and other cities. Access to managed workspace through Smartworks will help companies establish their operations in a much quicker and better manner. Especially when they have to scale their teams, they won’t have to worry about the needless labor of upfront investment in office infrastructure anymore.

Microsoft Noida campus and HCL’s AI initiative

Microsoft’s presence in Noida represents another significant development in Uttar Pradesh’s technology ecosystem. As per the summit report, the company’s Noida campus was developed with an estimated investment of 2,500 crores and is currently employing approximately 3,000 people.

During this time, it was also highlighted how HCL Technologies has started an initiative which involves an AI-powered GCC Center of Excellence at its Lucknow campus. The center has been launched in collaboration with the U.S. company Amazon Web Services (AWS). This entire initiative has been made in order to grow the emphasis on artificial intelligence, cloud computing, and advanced technology capabilities in the evolution of GCCs.

India’s GCC industry is a big opportunity

India has already become one of the biggest destinations in the world for global capability centers. As per the figures quoted at the summit, more than 23 lakh professionals are working across over 2,100 GCCs in the country. These centers handle the global work of multinational companies in areas like information technology, finance, research, analytics, engineering and customer operations.

Till now, most of this growth has been concentrated in cities like Bengaluru, Hyderabad, Pune, Chennai and the National Capital Region. Uttar Pradesh now wants a bigger share of this pie, and for that it is promoting its infrastructure, its workforce, its policy incentives and its fast-growing cities. The state government is also offering incentives, including land subsidies, to the companies that want to set up or expand their operations here.

Noida already has the advantage of being close to Delhi, along with a well-established corporate ecosystem. Lucknow, Kanpur and Gorakhpur, on the other hand, give the state a chance to spread technology-led investment beyond one region.

Can Lucknow become a major GCC destination?

The presence of Lucknow at this summit clearly shows that the state wants to look beyond Noida. The city has educated young professionals, growing office infrastructure and a diverse regional economy, which can attract companies.

But let us be honest here, investor interest turning into real, lasting growth will need more than announcements. Companies will look for reliable electricity, good digital infrastructure, suitable commercial space, a steady supply of skilled people and quick administrative processes. Universities and technical institutes will also have to play their part by training students in AI, cloud computing, software engineering, cybersecurity and data analytics, according to what the industry actually needs.

If this works, graduates and experienced professionals from Lucknow and nearby cities can build careers with multinational companies without having to move to Bengaluru or Hyderabad.

The road ahead for Uttar Pradesh

The release of “The True Economics of AI Adoption in GCCs” puts artificial intelligence right next to investment and job creation in the state’s technology plans. The target of 1,000 GCCs and 5 lakh jobs is ambitious, no doubt. Whether it is achieved will depend on how fast the investments come, how well the policy incentives are implemented, and whether the state can build the workforce and infrastructure that global companies need.

The LG Electronics investment of 634 crore, the Smartworks expansion in Lucknow and the AI-focused initiative of HCL Technologies show the kind of activity the state is trying to attract. The bigger goal is to build an ecosystem where these centers do not just start here, but also grow into research, engineering, AI and other high-value work. If Uttar Pradesh manages to turn its promises into steady investment and skilled jobs, the GCC strategy could become an important part of its economic growth in the coming years.
